Council is required to prepare a neutral pre-election report every three years in the lead-up to local body elections by law.
The report outlines the key issues facing the Council and the district over the coming years and profiles the Council's current financial position. It focuses on the financial performance over the past three years and for the next three years, based on current plans.
The report is prepared by the Chief Executive independently of the Mayor and Councillors.
It is designed to promote informed discussion in the lead up to the local body elections in October.
