Timaru District Active Transport Strategy

The new Timaru District Active Transport Strategy aims to improve, develop and encourage active transport, such as walking and cycling, as a healthy and sustainable alternative to motorised transport for the whole district. Sustainable transport choices are now being actively encouraged as an alternative to vehicles, and to reverse the negative impacts on our community, health and environment that the dominance of motor vehicle travel has. However, we are not aiming to restrict people’s use of the motor vehicle, but provide realistic and easily accessible sustainable transport choices including walking, cycling and public transport.

The main purpose of this strategy is to improve, integrate, update and develop Active Transport in Timaru District by:

Establishing a strategic direction and policies for active transportation for the short (3 year), medium (3 to 10 year) and longer term (to 2041) time horizons;
Identify active transport projects, recommend investigation, and recommend implementation;
Identify funding, resources, and potential implementation timelines;
Identify the related National, Regional, and Local strategies, plans, and policies that influence the strategy;
Improve connectivity and mobility in the District.

Conducting Work within the Road Reserve

Under the provisions of the Local Government Act 2002, the RCA is required to ensure that sufficient safety precautions are in place to protect the general safety of the public, traffic and workers employed on or near any of the roads of which the council is custodian.

On the 1 st of December 2005 the Timaru District Council adopted the Standards New Zealand Handbook ‘SNZ HB 2002:2003 Code of Practice for Working in the Road' to simplify the consent process, protect the integrity of our roading network and maintain public safety.

If you are proposing to undertake work within the road reserve you need to obtain consent from the council before commencing works. This is done by completing either a icon Road Opening Notice (30.56 kB) for utilities connections, or by completing a icon Service Application (383.51 kB) form for connection to council services and returning these to the council 20 days prior to your intended start date.

Road Safety Co-ordination

This work is carried out by the South Canterbury Road Safety Co-ordinator. The primary responsibility of this position is to co-ordinate the efforts of key road safety organisations and community groups throughout the District. There is no charge for this service.

The role of the Road Safety Co-ordinator has developed rapidly over the past decade. Co-ordinators now have an integral role in reducing road trauma in New Zealand and are appointed to co-ordinate, facilitate and manage local efforts to reduce identified road safety issues in their areas.

Community involvement is an essential component in achieving our road safety targets. The current strategy, Safer Journeys 2020 is the fundamental document, endorsed by cabinet, which sets out New Zealand's road safety vision, targets, safety goals and priority areas for the activities of both governmental and community organisations with a role in road safety.

Timaru Public Transport

Temporary Traffic Management

As part of the Council's ongoing safety management of the District roads the Land Transport Unit from 1 July 2004 requires temporary traffic management for:

Any road Opening Notice or Service Application
Any activity that occupies the road carriageway
Any activity that may affect normal vehicular or pedestrian traffic

It should be noted that some mobile operations such as stock droving and rubbish collections are not included as yet.

Roads and Footpaths

roads and footpaths The Timaru District Council provides a local roading system (but not state highways). This includes roads, bridges, footpaths, streetlighting, traffic signals, and parking facilities.

There is an ongoing programme of reviewing the safety on all rural roads. This involves engineers carrying out inspections, noting deficiencies and recommending improvements including signs, roadmarkings or more major works.
